Issue description
As in Bugzilla, we need a way for users to "subscribe to" or be "cc'd on" bugs so that they get e-mail notifications of any updates to the bug.

There is a star in the upper-left corner of the issue area. This is a silver (unlit) color if you are not subscribed to updates. If it is gold (as it is for the reporter) then you are subscribed to issue updates.

Notification settings for you are controlled in your account page. http://project.webplatform.org/account or go to the user menu in the upper right corner of the page and go to "Your account." From there you should see a notification settings tab. In there you may configure which notifications you want to get. These notificaitons should be emailed to the email address attached to your account. You can see which email that is under "Profile Information" in the account page (this is the default tab as well.)
